Why 16 characters?

It is the length security experts recommend for important accounts. With uppercase, lowercase, numbers, and symbols it comfortably exceeds 80 bits of entropy.

Is it hard to remember?

At this length a password manager is the way to go. If you need to remember it without one, use the “Passphrase” mode and pick five or six random words, which are easier to memorize.

Is the strength it shows exact?

It is an entropy estimate for randomly generated passwords: it measures the possible combinations, not whether someone already knows it. Below 40 bits is weak and 80 or more is very strong.
